Build Canada Homes: A Bold New Federal Agency to Accelerate Affordable Housing
Canada has announced a new initiative that could change the landscape of housing across the country. Build Canada Homes (BCH), a federal operating agency under Housing, Infrastructure and Communities Canada, has been created to tackle one of our biggest challenges: building more affordable homes, faster and smarter.
What is Build Canada Homes?
BCH is designed as a one-stop shop for housing providers. Its mission is to help developers, co-ops, non-profits, Indigenous housing providers, and private builders deliver affordable housing at scale. By offering financing, technical expertise, and support with approvals, the agency aims to remove barriers and reduce risks that slow down homebuilding.
Key Goals of the Agency
Scale up affordable housing BCH will work with partners who can deliver attainable rental and ownership models targeted at low- and moderate-income households.
Modernize and accelerate construction
The agency will support innovative building methods—such as modular construction, prefabrication, container homes, accessory dwelling units (ADUs), laneway houses, and factory-built components. These approaches allow homes to be built faster, more affordably, and with a lower carbon footprint.
Provide flexible financial tools
BCH will offer a mix of loans, equity investments, loan guarantees, and risk-sharing mechanisms. These tools are designed to fill financing gaps and make it easier for builders to get projects off the ground.
A Focus on Scale and Speed
Instead of focusing on many small projects, BCH is emphasizing large-scale developments—think 300+ unit projects or portfolios of multiple sites. This approach helps achieve economies of scale, lower costs, and maximize impact.
The agency will also explore using federal land, streamlined processes, and pre-development financing to move projects forward more quickly.
